Do I need to select let me make changes just to change the wallpaper? And do I have to package and upload this livepc to retain changed settings next time I start it?
What does the option let me use this L:ivePc offline mean? Will it run faster?
do I ahve to have allow access to my shared livepc documents checked to shared documents between my livepc and the host?

No, typically the LivePC is configured so that changes to the user profile (your wallpaper, settings, documents, etc.) are persistent and are not reverted on every start. Changes to the system state (programs, applications, operating system files, etc.) are reverted, so users don't have to worry about messing up the system. Plus, the system state is kept up-to-date from the latest version published on the website so they don't need to worry about updates either.
"Let me use this LivePC offline" means to fetch the entire LivePC and keep it cached so you can safely work offline. Normally if your cache gets full it will start kicking some old data out, and this will prevent it from kicking out the data for the selected LivePC.
The Shared LivePC Documents folder is a documents folder that is shared among all LivePCs. Each LivePC can also have its own documents folder, accessible by clicking on the folder icon on the right side of the LivePC, below the trash can. If that folder is grayed out, that LivePC is not configured to share documents between the LivePC and the host.
