change IP address used by DHCP and NAT

I'd like to change the IP address used by the DHCP server and the NAT server. Does anyone know the name and location of the configuration File?

Basically I'd like my internal NAT'd network to be 192.168.211.0/24 and the default gateway/DNS to be 192.168.211.2

This is a configuration

This is a configuration setting associated with
VMware Player. If you are using the Windows non-USB install,
you can run c:\Program Files\VMware\VMware Player\vmnetcfg.exe
to edit the settings.

With the mobile version and the bare metal version, there is
no way to make the setting persist.
